If you meet these requirements, you can apply at https://www.labor.idaho.gov/claimantportal. If you are a first-time user, click "Register" near the bottom of the page to begin setting up your account. At this time, they do not accept applications over the phone. Keep in mind that after you file your claim, you must also file for your waiting week. The waiting week is the first week you file a weekly certification application, which is not paid. You can expect to receive your first payment about two and a half weeks after you submit an application.
